By the Decree of the Prime Minister (currently President of Russian Federation) Vladimir Putin in January 2009 there was formed an organizing committee for the preparation and holding the XXVII World Summer Universiade 2013 in Kazan.

The following objectives are allotted on the organization committee:

• The implementation of the priority strands of state policy for holding the XXVII World Summer Universiade 2013 in Kazan;
• Development of measures aimed at the preparation and holding the XXVII World Summer Universiade 2013 in Kazan;
• Analysis of conditions of student sports in Russia and elaborating of the proposals for its further development;
• Consideration of issues relating to the preparation of Russian athletes to the XXVII World Summer Universiade 2013 in Kazan, and the development of measures aimed at ensuring the necessary level of preparation of national student teams.
